The letter is the simplest on this sheet by some distance: a vertical line with a short bar at the top and another at the bottom, three strokes, all straight. Most children who can manage an H can manage an I immediately.
The picture is the opposite. An igloo is a dome divided into rows of blocks, which is the most detailed tracing in this part of the alphabet, and it is also a building no Indian child has ever seen. That is worth a moment rather than skipping past. Alphabet sets everywhere use igloo for I because almost nothing else does, so it is one of the few letters where the word itself needs explaining before the sound does.
