This sheet is doing something none of the others do. Every previous number was one symbol. Ten is two symbols standing next to each other, and understanding that is a genuinely bigger idea than any of the stroke work that came before.
For a young child, the natural assumption is that a bigger number needs a bigger or more complicated symbol. Ten breaks that. It reuses the 1 they already know, puts a 0 after it, and the meaning changes completely. Most children accept this without question at first and only find it strange later, which is fine.
On the page, the thing to watch is spacing. The 1 and the 0 need to sit close together as one number rather than drifting apart into two separate ones. The candle and donut sitting side by side is the picture that holds them together.

Common questions
Why is 10 harder than 9 if the strokes are easier?
The strokes are easier, but the idea is bigger. Ten is the first number written with two symbols, and the 1 no longer means one on its own.
